David R. Brinkley (born September 24, 1959) is the Secretary of Budget and Management for the U.S. state of Maryland. He was raised in New Market, Maryland and graduated from Linganore High School in 1977. He attended Gettysburg College, and received a Bachelor of Science degree at the University of Maryland, College Park in 1981. He entered the life insurance business with Acacia Mutual Life Insurance Company, and earned from the American College in Bryn Mawr, PA his professional designations Chartered Life Underwriter (CLU) & Chartered Financial Consultant (ChFC) in October, 1984.
